IMechE LogoEU rail policy is developing rapidly, with rail targeted to take a bigger share of freight and passenger traffic to enable delivery of climate change, fuel security and congestion-busting goals.

To help deliver this, and unlock the necessary investment, the European Commission is expecting to adopt a major package in January 2013.

This will open domestic rail passenger services across Europe to more competition, and under-pin both this and existing freight competition with proposals to make the European Railways Agency responsible for the safety certification of rolling stock and rail operators.

Additionally, EU Member States will be required to create strong infrastructure managers, integrating all functions including long- term planning and path allocation, circulation management and maintenance, independent of train operators.

What effects will these changes have on structures and systems in the UK?
