YRP Scotland are delighted to announce this excellent opportunity to hear from Stephanie Tobyn, Deputy Director, Consumers at the Office of Rail and Road (ORR). Come along and learn about the ORR, rail regulation as it is and how it is evolving. Stephanie will provide an insight into the ORR, touching upon her role, how and why rail companies are regulated by the ORR covering safety, economic and consumer aspects of regulation, why independent regulation exists and where the ORR’s regulatory focus may evolve. This will be followed by a facilitated Q&A session.
Stephanie’s role as Deputy Director, Consumers encompasses passenger facing aspects of rail, including retailing, information provision, accessibility, complaint handling and consumer law. She is also responsible for overseeing the ORR’s work in holding Network Rail Scotland to account for delivering high levels of performance and service, as well as good value for money. Prior to joining the ORR in 2014, Stephanie was Head of Consumer Policy for energy regulator, Ofgem. She also has experience of regulation in private sector energy companies, and is a graduate in environmental and biological sciences, as well as health and safety.
